Bauchi Govt Begins Development of 2026–2028 Medium-Term Sector Strategy in Key Service Areas

The Bauchi State Government has commenced the development of its 2026–2028 Medium-Term Sector Strategy (MTSS), focusing on Education, Health, Agriculture, and Water, Sanitation and Hygiene (WASH), as part of efforts to enhance service delivery.

The four-day session, which began on Monday, August 18, 2025, was organized by the State Ministry of Budget, Economic Planning and Multilateral Coordination with support from UNICEF Bauchi Field Office. It drew participants from relevant Ministries, Departments and Agencies (MDAs), Civil Society Organizations, and other key stakeholders.

Declaring the session open, the Permanent Secretary of the Ministry, Jibrin Muhammad Yusuf, commended participants for honoring the invitation. He explained that the MTSS is a crucial planning and budgeting tool that strengthens fiscal discipline, improves resource allocation, and enhances service delivery.

Yusuf added that the MTSS also defines clear outputs, outcomes, and performance indicators to strengthen budget performance, while providing a framework for effective monitoring and evaluation of sectoral targets.

Speaking earlier, an official of the Ministry, Sadiq Usman, highlighted that one of the key objectives of the MTSS is to align sector policies, plans, and programmes with the State’s Medium-Term Expenditure Framework (MTEF) and annual budgets. According to him, the strategy ensures scarce resources are directed to critical and high-impact priorities, such as maternal and child health in the health sector.

Usman further emphasized that the MTSS promotes transparency, accountability, and participation of MDAs, development partners, civil society, and citizens in planning and budgeting processes.

Our correspondent reports that the exercise will last four days, during which participants will work on developing the MTSS document for the 2026–2028 cycle in the focus sectors of Health, Education, Agriculture, and WASH.
